The Institute, created by joint initiative of the Regional Government of Madrid and the Ministry of Education and Science of the Spanish Government, will be managed by a newly created Foundation, in which Patronate, academic Institutions, private companies, the mentioned administrations, as well as scientists of internationally recognized prestige, will participate. The Institute will possess its own new building to locate the common infrastructures and develop those activities of investigation that require it. The site will be at the university campus of the UAM in Cantoblanco, where it could benefit from the existence of research infrastructures, other expensive equipments, and Research Institutes.
The operational budget of the Institute will contain finantial contributions from the Institutions participating in the Patronate, and funds obtained in open competition in National and International Programmes, private donations or contracts with companies, always with the agreement of the Director, and the Patronate of the Foundation. The budget and the external contributions will be handled by the Management of the Institute that will report to the corresponding bodies (Direction and Patronate).
The Patronate will delegate in the Director and the Manager those attributions that it considers suitable to facilitate the flexible management of the Institute. The Institute will develop its own Research Programs and Exploratory Research Projects, which must be submitted to the Scientific Advisory Committee and approved by the Patronate, when they need total or partial internal funding.
The Institute will take part in Research Programs of external Institutions. It will collaborate, likewise, with associated laboratories and investigators selected on the basis of their scientific projects and carriers by the Scientific Advisory Committee, in order to optimize the results of the Institute´s research lines accepted by the Patronate of the Foundation.
