- In the United States and Japan, this balance exists but in Europe and in Spain it does not.
- In Europe and Spain public financing and intervention may have been excessive while private funding has been too scarce.
- In Spain the results have improved by creating a fund management system.
The Autonomous Community of Madrid wants to:
- Create an institutional framework that combines public support to science and that stimulates the participation of all social agents.
- Achieve a balance between public and private financing.
- Adjust research towards market demands, encouraging the private sector to participate in the design and funding of a new science scheme.
